Liberia: LP issues citation for special national convention

The opposition Liberty Party (LP) has issued a citation for a special national convention scheduled for April 23, 2022, to consider major decisions that would affect the party before 2023.

The convention will see deliberations on the National President’s State of the Party Address, consider the resolution taken for LP not to field a flag bearer in the 2023 Presidential and General Elections, in light of the current state of protocol agreement LP-ANC and the CPP. , determine consequent actions and resolutions and determine the Party’s position with respect to the 2023 Presidential and General Elections and make amendments to specific provisions of the Freedom Party Constitution.

In the citation signed by the National Chairman of the Party, Mr. Musa Hassan Bility, the Special National Convention is in accordance with Article VIII (Sections 1, 2 and 3) of the Freedom Party Constitution which provides that on the vote of two-thirds of the members of the National Executive Committee (NEC) with official information to the standard bearer/political leader, the NEC may call a special national convention for the reasons stated in said article, such as when there is uncertainty or a dispute within the party over party leadership when the party loses a presidential election when the party loses two consecutive by-elections and there are issues within the party that cannot be resolved by the NEC.

The citation gave other reasons like the election of new national leaders (except the standard bearer, who will be elected by the National Convention, the revision of the constitution and statutes, the party platform and issuing guidelines for dealing with such national or emergency circumstances which may be beyond the authority of the NEC.

“WHEREAS Article VIII, Section 2, of the Liberty Party (LP) constitution provides that the NEC, in conjunction with the political leader, appoint a special national convention planning committee that adopts the rules and procedures of the special national convention, be approved by the NEC

“WHEREAS Article VIII, Section 3, of the Liberty Party (LP) constitution provides that the flag bearer/political leader or president, who called the special national convention, shall preside over the meeting; and

“WHEREAS it has now become necessary to submit certain matters to the constitutionally authorized body for resolution and approval, including the revision of the Constitution and Bylaws of the Party and the resolution of certain uncertainties as to the direction of the Party which do not can be resolved by the NEC, and the position of political leader is now vacant following the suspension and removal of former political leader, Senator Nyonblee Karnga Lawrence

NOW THEREFORE, I, Musa Hassan Bility, National Chairman of the Freedom Party, by the authority vested in me by the Party Constitution, and after approval by the National Executive Committee in accordance with the constitutional mandate, issue by the presents this Citation to a National Convention on April 23, 2022, for the following purposes: 1) To deliver and deliberate on the National President’s State of the Party Address; 2) Review the resolution taken for LP not to field a standard bearer in the 2023 Presidential and General Elections, in light of the current status of the LP-ANC Memorandum of Understanding and the CPP, determine actions and resulting resolutions and determine the party’s position as it relates to the 2023 presidential and general elections; and 3) To make changes to specific provisions of the Freedom Party Constitution,” the quote signed Musa Hassan Bility insisted.
